The activists earlier secured a mooring line across the dump's access but this was later cut by the dumpsite's staff. The company is illegally operating on the shores of Manila Bay. The facility violates existing laws such as the Ecological Solid Waste Management Act (RA 9003), the Clean Water Act (RA 8275) and the Clean Air Act (RA 8749).
