France continues to play a leading role in promoting nuclear power in the Middle East. The international community has not yet resolved the controversial questions surrounding control of the nuclear ‘fuel cycle’ and access to technology that produces fissile materials which can be diverted to weapons purposes. This has not prevented France, under the leadership of President Nicolas Sarkozy, from pursuing deals, making offers, and pledging support for the further nuclearisation of the region through talks or agreements with Morocco, Algeria, Libya, Tunisia, Egypt, Jordan, the United Arab Emirates, Qatar and Saudi Arabia.
