The Discoverer's operator, Noble Drilling Corp., arranged to dry-tow the Discoverer to South Korea for maintenance. In November, the U.S. Coast Guard found serious safety problems with the rig which Shell had planned to use in its Arctic Ocean drilling program in 2013.
