They discover that part of the toxic waste is being disposed right into a nearby ditch that leeds into the Kolontar creek on on into the Danube. Under current state of emergency laws this is not illegal. They take samples of the toxics that are fed into the ditch and of the hydrochloric acid used to neutralize the basic toxics.
