The work is led by the Swedish rescue service. After the Fu Shan Hai oil spill, the Swedish government decided to launch the proposal to classify the Baltic Sea as a particularly sensitive sea area (PSSA), and on 2 April 2004 the International Maritime Organization (IMO) decided to classify the Baltic Sea as PSSA.
