Kamil' Akhmadeev suffers from a rare genetic disorder as a result of ionizing radiation. He is 18 years old, but has never matured mentally past the age of a young boy. He cannot communicate verbally. He must constantly move, which means that he must have sedatives in order to sleep at all. There are two other children nearby who were born with the same disorder. He and his family live near the radioactive contaminated Techa river.
