Toxics Action MV Baltica - Spain (1991)
Greenpeace activists arrested by the Guardia Civil after blockading the MV BALTICA in Bilbao harbour, Northern Spain. The ship was carrying waste steel dust contaminated by dioxin, collected from dust filters at the Badische Stahlwerk in Kehl, Germany. Bilbao has become a centre for the disposal of toxic wastes by using a "recycling" loophole in the European Community regulations for hazardous waste. (Greenpeace Changing the World page 181)
