MV BALTICA in Bilbao harbour, Northern Spain. The ship was carrying waste steel dust contaminated by dioxin, collected from dust filters at the Badische Stahlwerk in Kehl, Germany, as well as waste from a closed-down Swedish factory. Bilbao has become a centre for the disposal of toxic wastes by using a "recycling" loophole in the European Community regulations for harzardous waste.
