Police Officers, J.O. Elizondo (L) and C. Davis (R), look at a turtle on closed section of I-45 in Houston. Later, both officers rescued two turtles and safely released them. Hurricane Harvey slammed into the Texas coast some 175 miles (280 kilometers) from Houston, but the nation's fourth-largest city has never needed a direct strike from a catastrophic storm to flood. Rain from the hurricane is expected to fall for days compounding the problem for much of the state.
