Greenpeace blockade of the MV BALTICA in Bilbao harbour, Northern Spain. The ship was carrying waste steel dust contaminated by dioxin, collected from dust filters at the Badische Stahlwerk in Kehl, Germany and waste from a closed Swedish factory. Bilbao has become a centre for the disposal of toxic wastes by using a "recycling" loophole in EC hazardous waste regulations.
