Sami Watanabe 83, an evacuee from the Miyakoji area in Tamura City, carries her flowers at temporary prefab housing in the centre of Tamura City. Her old house is inside the 20km evacuation zone from the Fukushima Daiichi nuclear power plant. She goes back to her old house twice a week. It is expected that part of Tamura City in the 20km evacuation zone will be the first community where the government lifts its evacuation order as decontamination by the government is finished.
