Greenpeace East Asia’s (GPEA) air quality rankings for the first three quarters of 2015 reveal that although average PM2.5 levels have dropped, close to 80% of the 367 Chinese cities included still greatly exceed both national and international air quality standards. In light of these findings, Greenpeace urgently calls for the inclusion of a national coal consumption cap in the upcoming 13th Five Year Plan.
